Alexey Vyskub shared his impressions on FB after meeting with the EU evaluation mission with the participation of representatives of DG Connect (Directorate-General for Communication Networks, Content and Technology) of the European Commission. Under this post, a heated discussion started.
Both the message and the discussion were devoted to one of the most important sectors of our country’s economy – telecommunications. Areas of interest to play a decisive role in the development of Ukraine in the digital transformation of everything and everywhere: digital administrative and other services, Internet of Things, Industry 4.0, precision agriculture, precision weapons, battlefield management, preventive and medical medicine, robomobiles (autonomous transport) , e-government and parliament, e-commerce, e-workflow and more.
So, let’s start with the basic question – why should telecommunications legislation be improved?
Answer – Legislative improvements are urgently needed for two fundamental reasons:
the telecommunication market needs to be reformed because its condition does not meet the current needs of the society and, moreover, does not meet the requirements of Ukraine’s digital transformation;
The Association Agreement with the European Union provides for the compulsory approximation (harmonization) of national legislation in the field of electronic communications to that of the EU.
According to the text of the lands, Ukraine had to carry out such harmonization within 4 years, ie by the end of 2018. Therefore, the task of the EU Evaluation Mission is to assess the state of affairs in Ukraine with the harmonization of legislation in the field of electronic communications.
Unfortunately, we do not have a complete result today. The assessment situation is also becoming ambiguous due to the fact that the EU has adopted the European Code of Electronic Communications (Directive (EU) 2018/1972 of the European Parliament and of the Council of 11.12.2018).
By the way, the European Code of Electronic Communications is already the fifth wave (the fifth stage) of reforming the legislation in the field of electronic communications (telecommunications).
